they are about 148 € (pccomponentes) but from what I have read they are very fast, installing the OS, games, programs and other things, this capacity will be enough for me, looking at the tuneup 2014, the space I occupied with all of that.
The other purchase would be a zalman z11 plus tower, it has been a while that I like it a lot, since I come from a nox cyclops, I think it would be a good change

I wouldn't buy an SSD or a case for now, although they are components that you can reuse in a new computer, but I would prefer to wait until I change my computer, because by then the SSDs should be cheaper and maybe there will be cases that you like more.

I still don't have an SSD, until I change my computer I don't want them, by then they will probably have gone down in price because as new disks with more capacity and better manufacturing process come out, the others usually go down and for what it costs now one of 250gb, maybe in a few months you will find one with more capacity.
I fill an SSD in no time and it seems small to me.

With just installing Steam the 250gb drive seems tiny to me.

I've been reading on micromania and at a price of 200 euros max. they give very good recommendations at a more than reasonable price, there are the r9 270s, my question is if it's worth it and if it's a good replacement for the ones mentioned above.

To me the 270x seem expensive, the 7870 is exactly the same, if those 270x have better dissipation and maybe perform a little more by going to higher frequency, but if you overclock the 7870 it will be the same or maybe better because I think it allows more voltage, I think these R9s have had their voltage capped more, in this 28nm process it's important because more voltage usually allows for greater OC.

But they have renamed the cards and now it seems like a new series and the only new ones are the R9 290 and 290x, the others are the 7970ghz renamed to 280X and 7870 renamed to 270x, that's why a difference of 50€ seems like a lot to me, for cards that should perform similarly, the case of the 280x seems better to me since it costs the same or less than the 7970ghz.

The one that comes out better is the one that gives BF4 if it's a game you plan to buy, the 4Gb one I don't see much sense in it because it will lack the power to eat that Vram, you would need two or three cards.

To me this seems like a good option for your equipment, I wouldn't put a more powerful one in that equipment already, that is, don't expect Assasind 4 to run at full quality, because even a 780 stutters, you'll be able to play at high and of course it's a much better card than the one you have, the 650 isn't worth it, not even the Ti.
