Claro que es posible. No estaría de más que te leyeras algunos mensajes donde se habla sobre el asunto.
De todas formas te puedo decir algunos inconvenientes.
Para refrigerar un procesador moderno vas a necesitar un peltier bastante potente con lo cual casi con seguridad le tengas que alimentar por separado.
Otro, deberás de aislar todas las zonas que se enfriarán para evitar condensación, como la parte fría del peltier, procesador, socket y parte de placa base.
Otro, para refrigerar un peltier de esa supuesta alta potencia necesitarás un muy buen disipador/ventilador.
La refrigeración de la caja tampoco la deberías de descuidar.
Depende de ti si te merece la pena.
