No te lo puedo asegurar, pero el win98 SE trae un programa para compartir internet, igual eso te viene bien.
si no busca por ahi algo paracido a freecso, es n software q emula a un router cisco:D, pero no se ni como va -

Si lo que quieres es realmente enrutar, si, necesitas otro software (Winroute, etc). Aun con esas, no estoy seguro de que este software pida WinNT minimo … pero es posible que algo exista. En cualquier caso, con windows 98 a pedales patatas...

tienes minidistros de linux que van en un solo diskette que son router y firewall, si tienes un 386 o 486 perdido por ahi ya tienes un señor router, si lo quieres en el pc que usas win98 no trae nada, tendrias que tirarte a un 2000server porque nt4 no creo que te valga pa mucho.
Sino seria tirar de soft de terceros, supongo que halgo existira para win9x
