My neighbor steals electricity from the staircase!

Hello.
I live in a rented apartment and a few weeks ago I saw the neighbor across the way messing with the light box that is in each apartment. The first thing I thought was: the bastard is tapping the light. A few days later, he moved out of the apartment, he no longer lives there.
This afternoon, I heard him coming up the stairs and I started looking through the peephole. I saw that he was going to the attic and every time the stairwell light went out, he would come down to my apartment and turn on the light; then he would go back up. After 10 minutes, he left the building.
When he was gone, I went up to look and I didn't see anything strange, but I did notice one thing. When the stairwell light comes on, the light in a room of his old apartment that faces the street comes on, and when the stairwell light goes off the light in that room goes off. Clearly he has tapped the stairwell light, but it seems that there is only power going to his old apartment when the stairwell light is on...
What is the point of that? And even more disturbing, why does he come back after several weeks of moving out to mess with the light box of the apartment above?
I checked my meter and it is normal. I don't understand what he is doing. Any ideas?

It seems like a low-cost deterrent system, to make it look like there is someone in the house.
Maybe it's the landlord's idea, to prevent squatters.

No, it was the tenant who did it and he's not the owner of the flat. The room where the light turns on doesn't exactly face the street. It faces the inside of a courtyard area. That room faces a terrace of the flat and on that terrace he has the shutter down. So, from outside you can't see the light on because the shutter covers it.
That tenant, he was a junkie. I think he even abused his girlfriend because every now and then you could hear them arguing and the girl would say: "because you're so bad?!?! Why are you hitting me?!?!" The next night you could hear them fucking… Those people were very strange and with this business of flickering the light it's the last straw.

Upstairs is the attic neighbor, there is no storage room or anything. But that attic neighbor I think is a real estate company that I think is finished because their mailbox is always full of letters. But I can't understand what they are doing manipulating the box upstairs if they no longer live there and their flat was downstairs!!
And what are they doing coming by car at 11 at night, going up to the attic, touching the box and leaving again… what is going on?!
The only thing I can understand is that they want to annoy the owner of the block, but if in the flats where they have cut the electricity no one lives... it is illogical.

Give him what he deserves. Call the electric company and send an inspector to dismantle the "stab". If the guy wants to stab, let him stab it again and so on.
