hello friends, I would appreciate it if you could help me with my doubt. The Topower Top-650pm 650w power supply can it support a gts 250 with my pc, I have an AMD PHENOM II X2 560 processor, 4 gb of Ram, a 1 terabyte hard drive and a dvd reader. My doubt with this power supply is that I doubt it will deliver 650w real watts and I don't know if I would be short or if with this power supply I would get good performance from the gts 250 in my pc. I have doubts about the power supply and I am also afraid, lol, because it is known that a power supply problem can damage hard drives, motherboards and even the video card if I'm not mistaken. And if the Topower delivered 550w would it be enough for my entire pc using the gts 250. I think it is mid-range and surely there are better ones like Cooler Master but right now I don't have the budget for something more expensive.
if anyone knows how many real watts approx. this power supply supposedly of 650w delivers, I would appreciate it if you could tell me. I also saw the Topower of 700w but the price goes higher. And the issue of amps I don't understand much but I don't know if this 650w power supply delivers enough to support the vga well with my entire pc. My motherboard is a Gigabyte M68MT-S2P it is not the best either I think and it does not support usb 3.0 but it is the one I have with what I told you earlier. First of all, welcome to the forum.
Secondly, for this system, the Topower that you have put here sounds more like a generic power supply of very little confidence. I would look for a much more decent power supply than the Topwer that you put there. A power supply of between 500 W and 600 W of a brand would be more than enough for this Phenom x2 + GTS 250, like these three that I put below.

Cooler Master GX 550W V2 RS-550-ACAAD3-EU Power SupplyYou should never trust generic power supplies that say it is 700 W, when maybe it can not deliver even 300 W, which can then fail and take some components with it.
Another thing and it refers to the power calculator to know what power supply you will need. The result that it puts there, you should add at least 200 W to be safer. You should never look for a power supply that gives you the exact consumption of the equipment, especially if in the future you are going to expand it. If the "PSU Calculator" gives you a consumption of 300 W for example, look for a power supply that can deliver at least 500 W real, like the ones I have put as examples.

look for Tagan, Seasonic, Antec, Corsair, OCZ and finally Topower
From 500 watts upwards so you are calm Although it's not all bad the one you put (Topower makes some models of power supplies for OCZ, but the OCZ have more power)
Topower are mid-range power supplies, they are not generic but they do not reach the level of an Antec or Corsair, to give an example Look that the TOP-530-P1 from M18 Series 530W is as powerful as the 650W and is a better power supply
Tip: Never buy a power supply that has the voltage switch of 110V/220V
Look that the 530W does not have it and the 650W does have it (without a doubt the TOP-530-P1 - 530W is better, active PFC, 80plus, etc.)
