Problems with fan temperatures, regulator installation

Hello, my PC doesn't know why, while I'm on the desktop doing things, browsing and stuff without playing, there's a fan that goes up by itself and goes down continuously, for me it's the graphics card, something is weird...
In speed fan, the graphics card is the aux (I think), if I'm not mistaken, it's around 60-65 degrees which must be too much...
Although the fan of the graphics card is called gpu fan.
Any ideas what's going on?
On the other hand, as I'm fed up with speed fan etc, I'm going to install a fan controller...
Do you recommend any cheap one?
Or which one do you think is better of these:

hello the first thing you would have to do is look into why the fans are increasing in RPM, to know what the problem is, about mounting a reobus.... while it is possible, it is better that you manage the fans by card (less cables, less probes, and less hassle)

I've been watching it and I believe 99% that it's the graphics card, it usually goes up when I open a video for example, but today I was lying in bed with the computer downloading which supposedly the graphics card doesn't have to do anything and it was going up :osvaisacagar:
As I bought it on amazon I've taken the safe option and given the doubt that it's starting to fail I've had a bit of a chat and they're sending me another one, so I make sure I'm not left with the graphics card when the warranty runs out...
A 10 out of 10 for amazon, I'll let you know if I've sorted the problem

It seems to be suffering from overheating, so why not open something like "msi afterburner" and clear up any doubts about whether it's the graphics card fan or not? It gives you some very cool temperature and fan RPM graphs, and you can even modify the fan curve to your liking so it doesn't keep you up at night ;D -
