Help to assemble RL

Good morning, in the end I'm going to put RL in the micro and maybe in the graphics, as soon as I can monetarily. I wasn't very fond of RL, but I want to remove the heatsink I have, a Noctua NH-D14, although I'm very happy with it, but it limits my access to the memories a lot, it would improve the ventilation of the case and because I want to change a little, which is life without whims. I have a NZXT Phantom White case, when I can, that is, if I have some money, I would buy at the ProsilentPC store, which does send to my city (Melilla), if you know of any other store then I would also look. Now comes the problem, I have no idea about RL, in forums I have read that before a kit, it's better to buy it by parts, but as I said I don't have a clue, could someone who knows about this subject make me an RL just for CPU and another for CPU+GPU, where all the materials I would need are included? I already know I'm asking for a lot, so I leave it in your hands if you want to help me out.
I would have a budget of about 200-300€.

and why the hell do you want to access the memory? I access it twice a year (and it's to remove the dust from the micro's heatsink and of course I do it with it disassembled)
, it would improve the ventilation of the case
and possibly make it noisier (because I assume you will mount the fans in pull/push)
and because I want to change a little
if that's the reason, then it's okay, but you could also change the fans of the tower, which are not wonderful.

If you don't want to complicate things too much, you can buy a Corsair Hydro H100i or the NZXT Kraken 60, but if you want to get more serious about RL, then look at a kit from Swiftech or Alphacool.

Man, with that money you could get yourself a Custom but of course, if you want it easy, it's enough for a good kit.
