QDI Superb 4LE V2.0... a little help please!

Well, a friend left me her old PC to see what I could do with it, she wants to use it.
The thing is, I went to turn it on, and it doesn't give me any video output or anything. The fans turn on, and other parts of the PC, but it doesn't show any image. On top of that, it gives a long, annoying beep (especially at 2 AM, neighbors and all that...)
Looking it up, it says the beep could be from the heatsink, that it's not working, but it turns on at full power, so I doubt it, I changed the graphics output, before it was on the AGP, now I put it on the motherboard, and it gives the same beep..... just in case, I also reset the CMOS, I cleaned it a little from dust, and I've been testing parts, to see what it could be... it's an old machine.
As options, tomorrow I'll clean the ram module, with a rubber and try again, I'll also clean the fan and put a little oil and stuff, to see what happens. I'll also change the thermal paste. I just cleaned the heatsink itself, it was pretty clogged, but nothing.
Another thing.... The AGP doesn't fit well after changing it. I did the normal thing, move the rail at the bottom, and take it out, but when I put it back, it seems like it's missing about 3 or 4mm between the metal of the graphics card, and the metal of the tower.... and it doesn't fit well in the part closest to the tower's metal....
any tips???
edit: I also tried changing the power supply to another one I had at home (functional) and it still gives the same error. Also, since the beginning there's a red LED on the motherboard, but I don't know if it's normal or not.
Well, it's solved... I gave it a deep cleaning, I changed the paste on the processor, oil on the fan, I took out the dust that was inside the sockets, and it starts up without any major problems.

I was just about to look if I could find the manual in case there was some damn jumper, which in some old motherboards might have been there to change the FSB and things like that, but I see you already found it.

Man, if you can get the manual, it wouldn't hurt, since we'd have to look at a couple of things...
The woman gave me this heavy piece of equipment... with two drives, one 20 and another 40... the 20 one, when you turn it on, makes a very strange noise, it's really, really noisy. I shake it, and there's a clacking sound inside. I'm not sure if I should let it fall a little to test it or just skip it directly.
On the other one, I'm trying to install Ubuntu 10.04... the PC had 256mb of RAM, so I put a 512mb RAM in it that I had lying around, and for now it's working with 768, let's see how the installation goes, it already gave me an error once... xDD This is going downhill...
One question, the PC had an ATI Club-3D Radeon 7500 XT graphics card, I put an ATI Club x1550 in it that I had lying around the house, this second one should be much better, right?
