You can put an AMD A10-5800K (~$120) + Asrock FM2A85X Extreme6 (~$110) + 2x4GB PC12800 CL9 ($60) + Seagate 7200.14 3TB ($120) and leave the SSD for later.
The power supply, don't go below a Corsair VS650 (~$60).

I wouldn't put less for video editing, well if you really need it and can't reach that budget you can reduce it in several ways, from best to worst option: eliminating the graphics card, changing the CPU for an i3-3220, lowering the price on the motherboard. And if your budget allows it I would add about 150€ for an SSD.
