I wouldn't put less for video editing, well if you really need it and can't reach that budget you can reduce it in several ways, from best to worst option: eliminating the graphics card, changing the CPU for an i3-3220, lowering the price on the motherboard. And if your budget allows it I would add about 150€ for an SSD.
