The way I took the measurements was with the source if it was on the motherboard, I made a bridge on the main connector and proceeded to measure with a multimeter in direct current at 20v
In truth my question was with this voltage that I measured, could it be that the hard drives that I bought from the WD brand lasted less than a year, now I bought a SEAGATE BARRACUDA OF 2T and it has less than three months and it has noises, could it be that these voltages are causing damage to the disk? or both had bad quality(with load) measurement with cooler

Those voltages are perfectly correct. The only thing I would try is to do a measurement under full load: connect the source to all the components of the PC, put them to work, pass some benchmark or stress test and do the same measurement again. -
it could be that the FA is broken. I've looked everywhere and there's no mention of the PFC being active and for the 60 euros or so it costs, I'd rather have this one

If in both cases, it exceeds by half a volt the nominal value, maybe you have the Voltmeter misadjusted <:(
Anyway, that power supply may be enough to get by, but if you value your hardware, and especially if your power needs exceed ~500w, change your power supply :sisi:

Apparently over there those sources are not bad, they compare them to Coolermaster, but I don't trust them either, and I support Fassou's recommendation… Better bad known...
