Components for this Processor

You see guys, I'm going to build a PC but I don't know much about it, so I ask for your help please.
You see I have a budget of 700 - 800 € and my use would be to program apps on Windows Phone, Android. Use of SDK like Netbeans, Eclipse. And graphic / audio modeling: AutoCad, Sony Vegas, etc. I play little, but you never know ;DYou see the processor that I'm almost certainly going to get is the AMD FX-8350 ~ 4.0 Ghz.
I don't know what motherboard, RAM, graphics card and power supply to get. I would like to have fast memory at least 1866 or 2133 Mhz, but I don't know if the processor accepts it.
I must say that the budget I have is global (the mentioned plus the case, monitor, keyboard, hard drive, etc)

I slipped up, I wanted to put the 7770 and to compensate I lowered the Corsair CX 500W power supply but, it's worth stretching for the Seasonic, of course you go a bit over budget with a 7770. You could look at a Cooler Master K280 or better yet, stretch for the SX and check prices on xtremmedia, you'll probably be over that price with a 7770.
If you build it yourself you'll save a few euros and you can place an order at both stores, pccomponentes and xtremmedia, the card is only at pccomponentes, the rest of the components that are cheaper I would buy at xtremmedia.

That's the price I have in mind. The thing is, there's something I don't understand (regarding the processor and the motherboard)I've been looking, and the processor can only handle DDR3 memory at 1866, and the motherboard at 2133 with OC. If I buy the 2133 memory, am I using it at 100%?!?!? I don't know if I'm explaining myself, it seems like there's a limitation on the part of the processor... or are they indistinct things?!?!?
