Yes, it is compatible, I don't think you will have problems with the PCIe 2, since it's not an extreme graphics card.
as for the "power", let someone else answer you, but in principle you should be able to play cod, and bf3 on low-medium settings.
Seriously, let someone with more knowledge answer you about the power, I only guided you in the answer because a friend with a 450 plays bf3 on medium. -

Click it if you can but playing BF is difficult, black ops can be played more easily by lowering effects, but Ghost I don't think so, not even BF4, you should get a more powerful graphics card, the recommended would be 650Ti in Nvidia or 7790 in AMD, also for those 640 there are several models, some with DDR3 and they are worse than those with GDDR5.
Nvidia considers these cards for multimedia, not gaming cards, the lowest for gaming is the 650, but the 650Ti is better as it doesn't cost much more and is clearly more powerful.
This one costs practically the same as the 640 and is a better card.

because my problem is that I can't spend more than 86€ if you don't recommend this one to me… Which one would you recommend within the budget? the best (better if it can run battlefiel 4 (which is impossible, right?) ) I know it's very difficult, but which one should I buy?

(That doesn't interest me much but anyway...) could I put 4 monitors right? And another thing: the one you told me and this one: Gigabyte GeForce GTX 650 OC 1GB GDDR5 GV-N650OC-1GI Graphics Card are they the same?

I think the one who should convince himself is you, look at what interests you the most, the MSI and the Gigabyte you put is the same graphics chip a nvidia 650 what the Gigabyte has is a little faster memory and a little more OC, then I don't think you can put 4 monitors, those don't have connections for that, I think it's from the 650 ti boost or the 660, even SLI is needed, I'm not sure about this.
Types of games to play well all, it's just that for the most demanding ones you'll have to lower graphics, but in the comments of those who have bought those cards some say BF3 in high but I don't believe it, maybe for them playing is having drops to 30 fps, it's better to lower some options and be able to play at 50 or 60 fps, I'm talking about resolution 1920x1080, at lower resolution it will be less demanding
That graphics card is small but it must do something, I've never changed the cooling on the graphics cards, I've uploaded all of them with their factory cooler, more those that are pretty cool, I don't even bother to touch them, I upload them like that and increase the fan revolutions, I make a better fan profile with Msi Afterburner or with Evga precision.
