Crossfire problem on Windows 7 Pro

Hello, I recently picked up two Club3D R9 280 X, in a good Ebay deal.. ;D
the problem is that I can't get the second graphics card to activate in Windows, it tells me it doesn't have enough free resources, that I should free up resources to be able to activate it, it recognizes it but since it's not activated in CCC it doesn't show up and I can't activate Crossfire, I've tried with the drivers: 14.14, 14.12 and 14.9 (the latter recognize it with an HD7970, really the 280 is what it is..)
The code it gives is code 12:

This device does not find enough free resources that it can use. If you want to use the device, you must disable another one from this system. (Code 12)
Cause
This error can occur if two devices installed on the computer have been assigned to the same I/O ports, the same interrupt, or the same DMA channel (either by the BIOS, by the operating system, or by both). This error message can also appear if the BIOS did not assign enough resources to the device.
Recommended solution
You can use the Device Manager troubleshooter to determine where the conflict is and then disable the problematic device.
Disable the conflicting device using the troubleshooter
In the Device Properties dialog box, click the General tab.
Click Troubleshoot to start the troubleshooter. The troubleshooter will ask you a few simple questions and provide a solution to the problem based on the answers you provide.
Follow the steps in the solution provided by the troubleshooter to resolve the problem.
Any ideas on how to free up resources, it's never happened to me before not even with the old XP SP3,,?? -
What board do you have? The X38 from the firm?

Don't get them for a Gigabyte GA-Z77x-D3H...

Check the manual to see if the lower graphics PCI-e slot shares IRQ with another integrated one (network card, sound card, another occupied slot...), or try disabling some of the ones you don't use (the typical ones for parallel port, serial,...).
