Duda. PC renovation: Motherboard. Micro. Memory.

Hello everyone.
I am waiting to be able to renew my old PC. And I would like to have your opinion on the change I should make. The computer will be used for programming, graphic and 3D editing, and simulation software mainly. I want to pay attention above all to the quality/price ratio.
My first doubt is the following: Is it worth paying the price difference between these two processors? And if so, why?
- i5 4690K
- i7 4790K
Secondly. I have found these two motherboards that interest me. Personally, I would opt for MSI, as it is a good assembler. Without detracting from Asrock, which do you think is the better option and why?
- Asrock Z97 Extreme 4
- MSI Z97-G43
As for the heatsink, I had this model in mind.
Cooler Master Hyper 212 EVO
And memories, the following.
G. Skill Ripjaws DDR3 1600 PC3-12800 2x8GB CL9
Finally, I would like to mention that, for the moment, I only have the possibility of acquiring the components at PCComponentes.

The fact that you can only buy from PCC is a shame, because it limits your options a lot, but you know the reasons you have.
About the motherboard, the ASRock without a doubt. The MSI have good features but have "less friendly" BIOS.
About the micro, in general you would say that the i5 is better, but if you are running programs that are very demanding, you could end up taking advantage of the HT, so in part it is a personal matter.

The i5 is 10% "slower" but €100 cheaper.
Either of those two motherboards is good but I prefer Asrock.
I prefer lower profile memory because of the heatsink.
If you're going to do OC that heatsink is only for moderate overclocking.

Fassou, the only reason I can buy from PCC is because I am currently residing outside the Peninsula, and few companies ship here because there is a problem with customs procedures, however this company has found some solution. As you rightly say, it is an important limitation, but it would be much worse if PCC had not taken action.
Regarding the memories. Which models do you think are the best option? Whoololon, I imagine you mean that the Ripjaws because of the heatsink-cover could give some problems by interfering with the micro's cooler.
As for the heatsink, I have no problem changing it for a better one to avoid bigger problems.
Although I do not plan to do extreme overclocking, I would like to improve the micro's performance a little when necessary, since the K models are prepared for it.
What other options would I have in air cooling, trying to maintain a certain balance in the price with respect to the Cooler Master 212 if possible?As for the graphics card, I have an MSI HD 7850 Twin Froz. (Pitcairn) of 2GB. I will try to hold on for a while with it, since the use will be mainly development and design, and little for simulation. I will change it later.

So with the 212 EVO you'll be fine.
As for the memory, note that I don't practice what I preach and I refer you to the manufacturer, and it's also true that for some bad ones, just lifting the fan a bit is enough if we have to use the first two slots, we have the HyperX from Kingston, the Aegis from GSkill and the Black/White Dragon from Geil.
Back to the micro issue, and as Fassou points out, check if the applications you work with use hyperthreading, in which case you might want the i7.What about amazon?

Of the options you mention, I think the following could be a good choice, with features very similar to the Ripjaws:

They come with a case, but it barely protrudes a few mm at the top. I hope it doesn't touch the heatsink. If it does, then I'll opt for the Aegis that don't have a case.
I would love to be able to buy from Amazon too, but if I were to order any product from them, just for the handling fees when receiving it here, I could be forced to pay up to 50€ and sometimes more, because with private transport companies the amounts are more random than with Correos. This paradoxically means that we can end up paying more just for this absurd and abusive bureaucratic management than for the product itself with its shipping and taxes included.
For this reason we can only buy from PCC. Perhaps some company also offers some kind of similar solution, but I don't know.
