PROBLEMS IN BF1 WITH GTX 1060 AND I7 2600

For quite some time now, I've been having issues with Battlefield 1. In-game, there are massive FPS drops, the GPU rarely reaches 99% load and temps don't exceed 50°C, moving to the processor, it doesn't even reach 80% load and stays between 60 and 70°C. I'll list my hardware below.
With my godly internet (4MB), I manage to play with extremely high latency rates on servers in Brazil, 200 to 250ms, could this be causing the FPS drops? Or is there simply a lack of power from the PSU? (Spektra 400w)
-Cpu: i7 2600 3.4gHz, Stock Cooler.
-Gpu: Msi Gtx 1060 3gb
-Ram: 16gb 1333mHz Kingstone
-Placa: Asus Sabertooth z77
-Psu: Explosiva Spektra 400wLastly, when the GPU reaches 99% load, the game maintains 60FPS and suddenly drops from 99 to 70% load causing the FPS drops

As far as I can see, that brand (Spektra) is considered generic, so if you have the slightest appreciation for your hardware, put something decent, at least 550W with Bronze power certification
