El CPU FRECUENCY en ninguna opcion me lo deja cambiar.Despues puede ser que me tire fallo y se congele con el prime por que yo las memorias la ponia manual a 1600 y cuando asia OC al micro subian, y por eso cuando tiraba el prime95 se me congelaba la pc?

You have to set the memory to 1333

That motherboard is low-end, low. It doesn't cost even 50€. It's not suitable for overclocking, which is why you can't put it at 4ghz.
In addition, the FX comes unlocked, it's about changing the multiplier, setting voltage and that's it. I had a similar experience with a Phenom II 965. On an Asus motherboard of 60€, with a better look than yours, I could only put the micro at 3.8ghz. It was about putting a high-end motherboard second-hand and voilà, I could put it at 4ghz without problems.
A cheap motherboard is for what it is, for a computer to work, you can't demand the same from a high-end one, with moffset dissipation, many more power phases and better connections or the same chipset.
Otherwise, why buy expensive motherboards? Try to overclock as much as you can on that motherboard and that's it, but don't look at what the rest achieve with better motherboards than yours.

The motherboard does not officially support that micro, and there are very few AM3+ micros that it supports, so it is a bad option.
Look for a more modern motherboard, as already commented in this same post from 10 years ago
