Help configure ddr2 memories

Hello I have a computer q9650
8gb of ram ddr2 800(I was thinking about buying 1066, but I don't think there will be much difference) they are OCZ Titanium XTC OCZ2T800C42G
Gtx 750ti
But the computer doesn't perform as it should
I think the bios is misconfigured
I wanted to change the processor to x5470 but I think I will continue with the same problem it says in the UserBenchmark application that the gpu goes to 100% and the cpu to 60-70 and it puts everything in red and it says that the latencies are low the motherboard is a P5q deluxe I was thinking about putting a gtx680 or 1070ti but I would have to do oc to the cpu I would need to put it to 4ghz to compensate for the gpu
The games resident evil 3 remake star wars Jedi fallen order go like stuttering the thing is that with the Gtx 550ti the games went better, could it be that the gpu has fewer fps? it is supposed to be better someone can help me? -

Hi. The fact that the GPU is at 100% while the CPU is at 60-70% indicates that the graphics card is the bottleneck, for the graphics you want to put I doubt the processor will be up to the task and you will end up being limited by the processor. -
Thanks for replying so quickly, so what would you do? it's strange that with the Gtx 550 I was able to play those games well at 1080 and with a better card, the 750ti, it's stuttering. They said that there's almost no difference between pcie 2.0 and 3.0, the cards never reach the theoretical limit.

I don't think it's a matter of pci bandwidth. Check that the old graphics drivers are uninstalled properly. Do both graphics cards have the same amount of memory? And I'm assuming you're playing at the same resolution and with the same graphics quality

@Kernel1-0 well the gtx550 has 1gb of memory the Gtx 750ti has 2gb and regarding drivers when I removed one and put another to be honest I did nothing because windows 7 put the drivers automatically….do you think it should be because of that? Because the bios issue to configure options and such wouldn't have to be looked at? I just don't know where to start with oc to be honest,the ram is at 2.2 voltage and the timings that the spd recommends for 400,the screen resolution is 1280x1024 and for gaming I put the minimum resolution in graphics

@carlos24 As power can be and it may also be that, being an old processor, it would work better with a graphics card closer to its era than with a more modern one. I can't tell you about overclocking, let's call someone who knows more about it.

@carlos24 it's not worth updating your rig with a Xeon X5470 because you already have a similar cpu. It would be different if you had a Core Duo, or similar.
I also don't think you'll get much performance by upgrading the ram. And regarding the GPU the 750ti is better than the 550ti, it's strange that the second one performs better and it may be a driver issue.
I imagine you won't have much budget to improve your rig, but for sure you can find a second-hand Dell PC with an i7/i5 from 4th or 5th gen for little money and you can get a bit more out of that 750ti.
