Help does not work USB 2.0 ports

Hello, I have an old PC (5-6 years old) with a Pentium 4 Prescott at 3Ghz, a Gigabyte GA-8I915p-DUO motherboard, an ATI HD 2400 Pro graphics card, 1.5Gb of DDR2 RAM, and I don't know how much disk space.
Well, for the past couple of weeks, the PC stopped working. I changed the power supply, the hard drive... and it started working again. I installed Windows XP SP3, drivers, programs... and everything seemed to be going well, but now I'm having the problem that it doesn't recognize USB devices, which is strange. If I enter the BIOS (Award), in one of the sections it says, USB 2.0 Controller is in enabled mode. The curious thing is that if I put it in disabled mode, it does recognize the USB devices, but they work very slowly (transferring 300MB from an external hard drive can take about 20 minutes), I suppose it's because it's working in USB 1.0 or USB 1.1 mode.
The drivers are all installed, does anyone know what could be wrong?
The only thing I can think of is to try a live CD (Ubuntu) to see if it works correctly to rule out the problem being with XP, drivers... although I doubt it's the OS since I've installed it on several machines without problems.I've tried all the USB ports, both front and back, and the problem is the same.

Okay, so after trying a live (ubuntu) and checking that it perfectly recognizes usb 2.0 devices, the only thing that comes to mind is that it's a driver problem.
I've tried uninstalling the usb device drivers from device manager and the pc gets stuck, I also can't reinstall them, I guess the solution will be to format and reinstall starting with the chipset drivers.Regards

Reinstall the OS and all the drivers for the motherboard and so on, if after all that it still fails with Windows, it is possible that the problem is with the hardware, but that under Linux drivers it does not show any apparent failures.
