[HELP] Restore desktop PC

Good afternoon;
This afternoon I managed to get a desktop PC that is missing the processor.The motherboard it has is a Gigabyte GA-M61P-S3. At home I have some DDR2 memory, some HD etc…
I just talked to the person who gave me the PC and he says he doesn't know if the motherboard is broken.
I plugged the PC into the power and when I pressed the button to start it up, the fans started to work (I don't have the processor, memory, or HD installed). The motherboard doesn't beep or anything.
I was thinking about buying a micro for that motherboard, and in case it didn't work, a motherboard. What I wouldn't like would be to spend a lot of money on the PC. At most 100 euros. What I've seen is the following. By the way, for what I'm going to use the PC is to set up a server.
