Convert webcam to IP camera

I would like to convert my USB webcam into a kind of IP camera and access it remotely (or the PC that supports it). To do this, I wonder if anyone knows of a program that allows me a similar functionality, even if the computer to which the webcam is connected has to be permanently on.
