Problem trying to Format!!! Help please

I want to format Windows XP, but when I start from the CD-ROM, it goes to a black screen that says: "the installation program is inspecting the hardware configuration of your computer"
and it restarts!!!!Before I wanted to format it, I was trying to format and install Windows again. I was told that I had to write the participation number, I wrote 1, I thought it was a mistake and I restarted, now I can't access the Windows recovery console, so I can't start Windows or access the console to format the hard drive.
If anyone could help me, urgently…

use a live CD or a Ubuntu distro (for example)

if you don't have either, here is the Ubuntu page where they explain everything, download Ubuntu, burn it to a CD/DVD and insert it into the PC and in the menu select "try Ubuntu without installing" once the OS loads, select the hard drive and format it (deleting all partitions)

I'm not sure about deleting all partitions, first save the data and if you have more than one partition, just formatting where you want to install the operating system might be enough.

If I understood correctly, the problem is not just formatting, but the installation program itself.
Have you been able to install that copy of WXP on that computer before?
Maybe you need to change from AHCI to IDE compatibility in the BIOS. -
Something makes Windows not consider the computer stable enough, and that's why it doesn't pass that step.
Check the RAM settings in BIOS (set everything to AUTO).
