Basic overclocking and help

hello everyone, I'm new to this forum and to PC gamers or semi gamers
recently I built my first PC and it has 4 fans and liquid cooling
I have an FX 6100 3.3 GHz but in the system after doing OC Genie 2 it shows 3.71 GHz, after turning it off it still shows and what I want to do is do a manual OC to get it more optimal
I have an MSI 970A-46G motherboard and I know it's old but it's my budget and it has the option of automatic or manual OC and the Green Power option that allows you to control the automatic speed of your fans (CPU fan, system 1, system 2) which I don't know if I left all of them with Smart Fan or I put all 3 on manual where I can choose between 50%,75%,100% I was at 100 and it's very annoying and unnecessary since it's not an extreme OC and I left it on. I also have a 500W PSU and an R9 270X card
how to do stable OC around 4.0 GHz?
if I do it will it be permanent?
what speed do I set for the fans and what option?
my case has fan control, they rotate and you adjust the speed so if I adjust this is it like adjusting it with the program?
what temperatures are normal?
when I'm not gaming will there be an option to disable the OC and lower the fan speed or will I have to keep those speeds when I'm not gaming?
and is the GPU fan separate? if I increase the GPU fan speed won't it increase the others and vice versa? -

and is the gpu fan separate? if I increase the gpu fan speed won't it increase the other fans and vice versa?With AMD I don't have much idea but I think you should increase multiplier and bus, here's a video of an MSI 990X but you have to change the same things even though it might have more bios options, in the end you touch almost the same things.
I don't know if it will have some kind of saving mode or offset to lower frequency and voltage when the CPU doesn't need to work, I suppose they already have saving modes similar to Intel, the best thing is to read a guide because in that video they put 4500 MHz and put more voltage and with a guide you'll know what you should touch and the safe voltages, here I see one for FX with UEFI bios and you'll surely find more things clear.
They also explain about the offset or dynamic Vcore so that the OC only turns on when the CPU is working.
