Good morning! I hope you can help me a little

I'm going to change my PC soon and I'm a bit undecided about the processor. At first I thought about the AMD FX-8350 but after reading and seeing benchmarks, I've looked into the i5-4690K.
Important: I won't be overclocking
I want to spend a maximum of 230€ (In case you know a better alternative)And then for cooling, I've thought about:
Air: Noctua NH-D15 although I'm not sure if it will fit.. since my brother has the old Noctua and it already hit the side panel with my same tower.
RL: I have a LianLi PC-70 and I've now decided to mod it and I wanted to put RL on it and I had two questions about this. The RL kits that come pre-made mostly have black tubes that don't show the liquid.
Question 1: Can they be filled with another liquid and the tubes changed to transparent ones?

If you're not going to overclock it, look for an i5-4590 "bald", without the K. With a basic motherboard, one with an H chipset, you'll stay within budget.
The cooler, in this case, depends on personal preference.
Personally, I don't recommend modifying pre-installed RLS, even those that indicate they are expandable.
I also recommend not using anything other than distilled water with a biocide, without dyes.
Don't even think about using car antifreeze.
If you really want something flashy, use colored transparent tubes. In the long run, the pump will thank you.In practical terms, setting aside the whim, a system that won't be overclocked doesn't need a modular RL. Nor does it need an NH-D15 unless you already have one and can make use of it.

Regarding liquid cooling for micro, I would recommend: Antec 620 or 950, these are the ones I have in my two computers and I am really happy with them, especially with the space they leave and the minimal noise..
