Puedes ir a las webs oficiales de dichos lenguajes y mirarlo.
Por ejemplo las librerias graficas Qt en las que está hecho KDE también están para windows.

Si es posible, en widows sólo necesitarias un intérprete phyton y las bibliotecas del toolkit en cuestión.
Las QT en windows van un poco desfasadas respecto a las versiones *NIX y creo cambia la licencia.
