I didn't know where to put this, so I thought that since it's a USB controller, I'd put it in hardware. So I'll explain my problem.
The front USB ports recognize what they want, once they recognize one thing, another doesn't. The gamepads aren't recognized, but for example, the USB cable to charge the mobile does.This is what I get:

I would like to know how to fix it, since when I insert another gamepad into the back ports, they are disabled, but before they worked on any port. Once I restart, the back ones return to their working state and the front ones don't

Following the topic… from device manager you disable the ports, restart and turn them back on, if it doesn't work check that Windows isn't playing tricks on you and that you have drivers installed that aren't, look on the website of your motherboard manufacturer.
The fact that your mobile phone is fried only means that they have current, I assume they are well connected to the motherboard if they were working before, it is unlikely that something will disconnect without moving the case.

Have you tried them in all the USB connectors on your motherboard (front, back and any others)? Do they fail in all of them?

Yes, the connector I plug the controller into becomes unrecognized, if I can put it that way. The PC has an HP motherboard, a pavilion s5225es if I'm not mistaken, and an ATI HD6850 graphics card and an OCZ power supply, but until recently it was working.
