It doesn't turn on or off

For some time now I have been having problems with my desktop PC. When I turn it on, the fans start up but the computer does not load Windows and therefore does not work, it stays with the light on, the fans spinning and does not start. The only solution I have found has been as follows:
Unplug it from the power
Wait 20-30 seconds, plug it in.
Wait for the fans/lights to turn on and off when the power comes in
Wait another 20-30 seconds
Power button and cross your fingers.Each restart is a torture and each Windows update with its corresponding restart also, as sometimes it gets "stuck" at startup Windows suffers and I end up smashing it and I have to format and reinstall everything (I already have it on hand)
The first measure has been to change the power supply, but the seller told me that it could also be a motherboard problem. I ask that someone gives me some suggestions, how can I check the motherboard? I have also read on the forums that it could be a BIOS problem, and I have no idea how to check one thing or the other. I am not even close to being an expert so any suggestion will be welcome.

It's very strange what's happening to you, check if any cable is making contact, remove the motherboard battery for a few minutes and put it back, surely that equipment will have a bad motherboard but not turning on or not turning off seems more like there was a contact in the cable that goes to the motherboard connection, recently one of mine wouldn't reset and it was because it wasn't making good contact, the cable had come up and wasn't making good contact, if you've changed the power supply, check that the connections to the motherboard are good, check what motherboard it is, and make sure everything is well connected and that no cable is short-circuiting, that no fan cable is bare and especially the ones that connect to the motherboard.

Check the memory, it could be faulty. A memtest helps in these cases, you should also examine the slots, which on occasion are very troublesome.
Out of curiosity, what are the stock power supplies and the new one? Brand, model, power, efficiency... For quality issues, it's not that this system consumes a lot, but it's good to know.
Another option, although more remote, is that a component has been damaged in relation to its power supply and in some starts it is causing a slight sporadic short circuit, but as I say it is very unlikely.
