Server for CCTV

Good afternoon everyone!
I am looking to build a PC that will be used solely as a server for a home security camera system, accessible from the web.
The requirements are:
-The lowest possible power consumption
-Powerful enough to manage 9 cameras.
-Can run 24/7.
-Has filters or some system to prevent dust accumulation.
-And it works under Windows...So far I have seen some motherboards with an Intel Atom, like the Asrock AD2550B-ITX, but I don't know if it's suitable for this.
What configuration and case would you recommend for this use?
