Raspbian is the reference distribution for Raspberry Pi and although today there are many alternatives, it remains the first option offered by the organization.

Apparently, there are parts of Pixel that are proprietary and prevent its use for certain areas (mainly commercial).
It is the license of the modification itself that does not allow the use of the desktop images for commercial purposes. In addition, it is not possible to redistribute it in any form, whether commercial or not, and in fact, you can't even keep using that content as an end user after 10 years due to licensing issues.
I find it incredible that in a product like Raspbian, based on Debian, a staunch defender of free software and running on a device like Raspberry Pi, such an overreach has been committed. You can read more details in this Reddit comment.
