Music manager with Android support

I'm looking for an equivalent to CopyTrans Manager (PC to iOS) but for PC to Android.
Basically, manage playlists from the comfort of the computer and then sync with the phone (Android 5.1 with a 16 GB SD card); to make it not easy, it must be freeware or open source, I don't want cloud services (I already have the music) or have to install anything on the phone.
