Well, in fact, it is a geographical issue, not a nationality issue. As far as I know, what is achieved with DoH (and someone correct me if I'm wrong) is to encrypt what comes after the domain. For example, in foro.hardlimit.com/parte_cifrada, the subdomain and domain travel without encryption. The same with the IP. That is, a provider can continue to monitor the places you visit with the restriction that they will not know which pages of those sites you are visiting.
