The distributed computing project running on BOINC has reached a processing power greater than the 7 most powerful supercomputers in the world combined. In total, 470 PetaFLOPS are being processed.

We already know how these things work: people register and process packages when they can. Most turn off the PC at night and just as many only process units when they are not actually using the PC. They have probably counted the typical FLOPs of the processors and GPUs of each registered machine and added them up without further ado. That is, yes, in total there is that processing power but it is hardly going to be available 100% of the time.
That does not take away the fact that it has been a milestone and a great achievement.

You are right, it is the sum of what is registered. Even so, there has surely been some spectacular peak. Right now it is already over 1.5 exaFLOPS according to what is registered:
