hola tengo una pregunta aserca de una ctarjeta pc tv que tengo es una flyvideo 2000 el chips que trae esta tarjeta es un PHILIPS SAA7130HL, mi pregunta es este tipo de chips se puede decodificar las señales de tv cable

No. :nono: No te vale.
En caso de que la tarjeta no sea BT, por software (driver) debe de llevar un emulador para engañar al programa y así funcionar. Este es el caso de las Pinnacle.
