No, no es lo mismo; ninguno es mejor, sencillamente son diferentes.

Por supuesto k no es lo mismo xD.
el PCI es el puerto estandar de tarjetas, de lo k mas se encuentra hoy en dia (k no sean tarjetas graficas)
Las tarjetas graficas mas modernas van por PCI-express, k es un puerto PCI bastante mas mejorado, k hasta el momento lo han hecho funcionar a x16.
Si tu placa base tiene AGP, no puedes ponerle tarjetas pci express, tendras k buscar las tarjetas AGP, k son las k empiezan a carecer en el mercado.

pd:intente buscar pero solo me ponian definiciones de lo que era pci-e.
