New PC and already desperate.

After a few years without appearing on the forum (personal odysseys) I turn to all of you again and ask for help as I am a bit desperate.
I decided to build a new pc. It is as follows:Equipment:
PB GA-Z87-HD3
TG Sapphire HD 7950 Vapor-X
SSD Disk Samgung 260 GB.
Windows 7 64 bits.The thing is that after assembling the hardware, I installed w7 64 bits without any problems. Then the chipset, LAN, USB 3, realtek and framework 4.0 drivers and everything was correct
The problem comes when installing the catalysts. I installed the ones that come with the card's CD. It says that they are installed correctly but then the ATI Technologies folder is empty. I try to delete that folder and install them in another and it's the same, always empty.
I downloaded drivers from amd (the 13.9 win 7 win8 dd ccc whql) and it's the same.With the TECHPowerUp GPUz program it recognizes the TG Sapphire and it appears as drivers installed: atimdag 6.1.7600.16385/ win 7 64 (I think they are generic and very old)
I have done this several times and everything remains the same. I reinstall w7 and it's the same.
Can you help me and tell me what I can do?
I don't know why the drivers are not installed.Do I return the ATi graphics card and buy an nVidia?
What do you recommend.

Probably, the installer does not recognize the device.
Visit the Sapphire website and download the latest version for your card, or try forcing the AMD generic by manually applying the driver for a similar model (also 7950).

Have you put the Windows updates?
especially the frameworks, I would also look at the bios if you updated it, here I see one that says PCIE compatibility.

Hello to all.
I have tested a Radeon X1900 and a RaDEON dH 4870.
The system recognizes the graphics but does not install the drivers and the CCC.In the end I decide to install w7 32 bits and EVERYTHING WORKS PERFECTLY.
However I have updated the w7 64 and it had SP1 and framework 4.=. I do not know exactly why this windows does not work for me.

For the driver issue, try Driver Easy.
Personally, CCC has given me problems with some games, so I don't recommend installing it. Instead, RivaTuner has given me better results. -

If the installer hasn't changed much since I stopped using it, in the "Custom" installation mode, it allows you to select what to install, in which case you just wouldn't check the box for CCC.

Look for another version of Windows 7 64-bit, which is also wrong the one you have.
