Help i7 3770k oc 4.7 + temperatures

My system is:- Mother asrock z77 extreme 4m
- i7 3770k (oc to 4.5 24/7 stable)
- I have 4gb mem ram gskill ripjaws 2000mhz (dual chanel)
- Ssd ocz agility3 240gb
- Gigabyte r7970.

good morning again, I overclocked my system to 4.7, I stressed it with prime /intel burn test + linx.
all passed the test of more than 100 passes and prime for 12 hrs with temperatures not higher than 84° although I know it is quite high with a large liquid cooling system (I will probably return it to 4.5 at least 24/7)My big doubt is the following, measured with cpuz, I notice that every so often, whether with the stress program or the speed, the frequency oscillates from 4700 to 3500, mostly I notice this with prime.
is this normal??? shouldn't the micro be at 4700 constant and at full??? -

Do you have the power saving option enabled in BIOS? If so, it may be the cause.

I did, I don't have any kind of power saving activated in bios, and in the power controls of the control panel I have it in performance which also doesn't save anything.
