Change frequencies on Android device

Hello. I have noticed that when the battery is below 25 or 20%, the system performance suffers a lot. I don't want to do OC, I just want to modify the frequency scheme so that saving measures are taken when the battery is lower (at 5 or 10%).

Can this be done directly from Android? Is there a free application for this?

There are several apps that do this, creating profiles to adapt the processor performance to a certain app (games, for example) or to save battery. But in all of them it is an indispensable requirement to be a root user and in some to have a certain kernel installed.
