Computer for Photoshop CS6/Sony Vegas

Hello, a family member has asked me for guidance on building a computer to use these programs as affordably as possible. From what I've read, I think an A-10 5800k APU or a 750k + dedicated one could work, I imagine an ssd + an hdd for storage. He also needs a monitor.
I would like someone who has an APU to comment on how these programs work if they could...
Here's a basic idea:
-Processor:
AMD A-10 5800K or Athlon 740k
-Graphics:
Gigabyte 650 TI (or none with the 5800k)
-Ram:
8 or 16GB, at 2133MHz with the 5800k or simpler ones with the Athlon and dedicated.
-Motherboard:
One with the A85, because of the number of SATA. I thought about this Asus F2A85-M LE
For now I thought of an ssd for the system and an hdd for storage, and later on get a couple of ssds to work from one to another. I accept suggestions...
I thought about a Bmove case and a 500W power supply...
I hope for suggestions... ;D

What budget are we talking about?

The lowest possible but that can be worked on reasonably well, the idea was not to go over 600 with monitor…

You can put an AMD A10-5800K (~$120) + Asrock FM2A85X Extreme6 (~$110) + 2x4GB PC12800 CL9 ($60) + Seagate 7200.14 3TB ($120) and leave the SSD for later.
The power supply, don't go below a Corsair VS650 (~$60).

The APu's consume very little, do you think it's not much of a source for him?

I wouldn't put less for video editing, well if you really need it and can't reach that budget you can reduce it in several ways, from best to worst option: eliminating the graphics card, changing the CPU for an i3-3220, lowering the price on the motherboard. And if your budget allows it I would add about 150€ for an SSD.
