The relevant part of the news is that it will do it with its own technology. The company in question is called Changxin Memory Technology and began development in 2016. It is now that it has started mass production of its chips.

Well, here no one has their own technology. This means that they don't have to deal with third parties to have someone make the chips, another the pcb and they just assemble, like the mac pro, which now will put the sticker "made in USA", when it should say "Assembled in USA".
But off topic, that they can manufacture chips at 18nm seems very good to me, because the three manufacturers that exist now have been stalling us for years. Let's wait and see what they come up with. -
I mean that China bases its industry on industrial espionage and a total lack of respect for patents. To sell there you have to give up the use of your intellectual property, set up a joint venture with a Chinese company, of which you cannot have half the shares and they can leave you with nothing when they feel like it (a real case that happened to an acquaintance who exported brandy)
It is a huge market, but you sell your soul to the devil to be able to sell.

Design by thyssen kupp, in the elevator section. They entered there through a contract to make the elevators of one of those immense skyscrapers, and when they set up the factory, they assembled the elevators and taught them the ropes, they fired them.
And look at Tomas Cook. Rescued a month ago by a Chinese consortium for 700 million €, and now it's worth nothing. Or so they've made us believe and they're dismantling it all to recover the money -

@cobito Without haste, I thought it was a silly thing and I didn't know how to do it. You're putting in a lot of hard work...
