They give away the games in the stores that have that promotion, not just PCcomponentes. Anyway, I think the 660 is a better deal, even if it's €9 more than your budget.

Especially for consoles, which have more memory, and maybe it would be good to have it sooner rather than later. If you're looking at a 78x0, I would look for the 2GB ones.
That 660 seems pretty cheap to me, as it's €4 more than a 650ti and it's much better. Plus, it's cheaper than some 650ti boost models, although it seems like they're going to release a 760 in a few days, but I don't think it will be at those prices, and the jump in performance, power consumption, and temperature is huge from a 9800GTX+. That 660 is a much better card. The AMD ones are great for gaming, but they're a bit more expensive, especially the 2GB ones.

regardsI like that MSI because it's small, it's compact and powerful and all the 660 are cool, but I see that graphics card as ideal for an HTPC, to play at good quality, with a small case and even if you have a small power supply.
Rumors say that the 760 will be a renamed 660Ti and the 760 Ti will be like the 670, in any case they will make the more expensive 660s lower their prices, that MSI was not so cheap before, they are surely already lowering prices to try to get rid of stock.

I don't know if it was that MSI or another brand (I only remember that it was "small" and with a single fan) some time ago it was on sale in a store for a fairly similar price (and it was 6 months ago at least)

I think they should all be around that price, that is, about 165€ or less, of course they will go down as soon as the 760 and 760Ti come out, we are already seeing the 680 and 670 go down with the release of the 770, but it is also possible that they will keep the prices for a while, the high end goes down first, it also goes down more, in any case I am surprised that a 660 moves games like this, although I suppose they will not maintain 60 fps, but it looks pretty good.

For me, the MSI is better, I don't see the point of 3Gb, I would only understand it if they were three cards and playing at resolutions 1440p or higher, the 660 only allows SLI of 2 cards.
Besides, if the EVGA is a reference model, I think the MSI has better components, better PCB and better heat dissipation, so if you don't plan to put more than one graphics card and also for resolutions 1920x1080, I see 3GB as useless, because before there will be a lack of power rather than memory.
The change to a 7850,660 or 7870 is very big from your card, besides they are Dx11 graphics, in DX9 or DX10 they will render even more, but that 660 renders very well in DX11, that's why it's not just a gain in performance that is already big, but better graphics with dx11.
