A stranger is using my email account

and no, it's not that I hacked it, it's that the guy is so stupid that he doesn't know his email and gives mine to register on the sites. But it's not just that he registered on forums and sites that don't ask for email account validation, it's that the border line of him has even registered on the Telefonica website and I receive my home phone bills at my place.
I sent him an SMS telling him to stop using my email, when one of his acquaintances sends him an email (because even his friends give him my email) I tell him that this is not his account, that when I see him I'll tell him.
And the truth is that I'm a little tired of the guy.
Any ideas or suggestions that don't involve me being able to file a complaint? xDD -

Actually, there were three calls, two asking for him and a third from his downstairs neighbor asking me to get in touch with him because he had left a tap open and his house was flooding.
The most terrifying thing is that the morbid curiosity hypnotizes you and prevents you from hanging up the phone, which is what I ended up doing.
