It's okay if it doesn't start, just press the power button for 3 or 4 seconds and it will reset the bios to the default configuration. When you enter the post, it will tell you to choose F1 or F2. With F2, it stays reset, with F1 it puts the same configuration that doesn't start, but you can enter the bios or UEFI and tweak what you see. That motherboard will have XMP options that configure the memory, although I don't like it because Asus usually puts a lot of voltage. Anyway, that's under warranty.
But it's always better to configure it manually. I don't think you'll gain much by lowering that latency. It will be noticeable in benchmarks, but if the memory is a bit tight, it may perform worse in games. It's a bit more unstable with worse minimums. You should configure the voltage and latency well so that it runs smoothly.
