Temperature Issues with an i7 4790K

Hello.
I have an 4790K on an Asrock Z97 Pro4 with Bios 2.50 (the last one published), and I'm going a bit crazy.At first I had it with a Cooler Master 412S, which has proven to be quiet but not very efficient, since in long work sessions I have reached 89 degrees.
So 2 days ago I started to assemble an RL Arctic Cooling Liquid Freezer 240 that I was given in May.
And here my nightmare began. The fans at full are noisy (my PC is in the living room), so I don't start off on the right foot with this kit

After many tests and adjustments, and recommendations from the Telegram group, I have managed to keep it from going above about 70 degrees at full, but with much more noise than before. (now I'm without OC. Undervolting to 1,05V of Vcore and stable. Set to 4Ghz in Bios so it doesn't go up to 4,4 automatically)
Apart from delidding the CPU, can anyone give me some ideas of what I can try to improve?
Any help will be appreciated.
P.D.: I have tried tightening or loosening the block (in case it was applying too much or too little pressure). The thermal paste footprint seems correct to me. I have also rotated the block, because at first one of the tubes was a bit tight.

Without OC and with undervolt at 70ºC I think it's ridiculous. If the RL is correctly mounted I fear the only solution is a delid, it looks like it's very poorly assembled.

I don't consider myself a newbie, but I've mounted the block in every possible way... And the only way to have decent temperatures is by setting the fans to full blast... And it's too noisy... So the delid is becoming a more likely option.

On hard2mano I think there was someone who left the little gadget to do Delid, so if you have an account, think about it. You only paid shipping costs and then returned it. That is, if you don't want to try on your own by watching tutorials, with a good cutter and better steady hand. Then several sandpapers to make the encapsulation finer and flatter and should improve temperatures.
